This is quite a rare document, not cited in many earlier studies into the ikkō ikki. It is the record of a priest of Enryakuji, commenting on the state of Kaga in 1481. It states that the entire province was `leaderless`, which to an old established faith like Enryakuji, referred to either the fact that Masachika was supposed to be protecting the shōen system and was failing to do so, or else Masachika, by engaging in invasions of shōen, had essentially alienated himself in the eyes of the established clergy. The commoners had, essentially, taken matters into their own hands, so that the province could be regarded as a `lost province`, forgetting their duty, Hence the world had been turned `upside down`, a fact that noone could have predicted, so much so that words fail the writer.
